In a lacIq bacterial host (i.e. JM109), the tac promoter is repressed but it may be derepressed by IPTG. Other features of this vector include: 1) a MCS with unique restriction sites EcoRI, NcoI, SmaI, HindIII for cloning and 2) a strong rrB ribosomal RNA transcription terminator, T1T2 to prevent overexpression of RNA species.
